video cards and hardware stretch

I just recently purchased a deltascan pro scan converter off of ebay for use with my arcade monitor. It now runs windows and mame sharp and flicker-free, but the only problem I am having now is the choice between hardware stretch and no hardware stretch. If I turn it off, the games are faster, but I loose some screen real estate depending on the resolution. If I turn it on (video card is a riva 128) many games are much slower, but they fill the screen better. Does my video card determine how fast games run with stretching on, or is it the CPU(900Mhz Celeron)? Also, do the drivers make any difference? (I think I am currently using the stock Win98 drivers...
